I was looking at this property and realizing how it is not at all functional for the size of the property.

As far as criteria, it needs to be a house with at least 1k sq ft and have 2 bathrooms (so it can be more functional as a rental property in the future).

If it's not pretty but structurally sound/relatively functional and will pass inspection then you may not necessarily need a renovation loan. 

I prefer Cozy because it allows me to isolate rent and bills in one place and has more functionality than Venmo.

Or does the bank only offer 70% because they kept the other 30% as equity built into the home and that functions as the down payment?

If the previous administration had a more robust, science-based, and well coordinated Covid-19 response we would all be in a  much better shape today.I travelled to Australia and a few APAC countries late last year and was very impressed with the way they have responded to this pandemic and opened up their economies, while still keeping their population safe through a well structured set of Covid-19 protocols.
