I questioned it & their office informed me they recently had to change their billing procedures. 

With policies and procedures in place and most importantly FOLLOWED!

I ask because I am a bit unfamiliar with construction lingo and am also doing procedure planning.

From a legal perspective (not tax): Trust me, I get tired saying this part; you may want to talk to a local attorney regarding what the appropriate "winding down" procedure is for the particular style of corporation that this is in that particular state. 

I also read that being honest by saying that this business is young and you have worked tremendously hard to start it so at this time the company is not in a position to make ANY exceptions to the policies or procedures.

If they exceed that they must be put in storage and then a procedure followed to give the prior owners notice and allow them to retrieve.
