Sales Tax

I recently received an invoice from a contractor on some repairs completed. The invoice included an additional amount for sales tax that was not included in the bid. In my previous dealings with this contractor, the bid amount was the total amount due. Is it normal for a contractor to include the sales tax in their bid or to add it onto the bid?
