You can perform a background check / credit report through BP's tools (Tenant Screening) or use other tools -- I use CIC Apply Connect.LeaseYou want it to be state specific, but if you're worried about legal fees, then a state specific one (without the personalization) can work well.

I believe the high turnover is simply due to lack of tenant screening, as this property is located near a community college, and is not in too bad of an area.

If you are not doing much and there are patches that are missing there is screening and then you can skimcoat the area to seal it.
