An electrical surge once in 2014 caused major damage at a previous employer's manufacturing plant when a single plugged in phone in the shop caused a fire.

Have you thought about labeling individual bins for each resident and give then a rebate on rent to keep up garbage, plant a few big plants they get $15 discount a month and they add value to where they live.Save Money Clean Up Win Win for Everybody 

To add to that, the air quality test and duct swabs would have to equate to levels (of the TOXIC kind) far higher than what naturally occurs in Florida's tropical climate.
