I have the money saved for the rehab but I would apply for a loan to cover the majority of the rehab and use savings for future repairs. 

I would apply through a bank and see what your max budget will be and go from there before putting too much thought into location.

Your wholesaler will 100% point you in the right direction to get started if you are feeling overwhelmed. 

The only thing is that will not allow you to do it as a cash-out refinance, because they only allow you to directly invest the money given in a new property with financing from that bank.

Calculate enough you can apply soome toward the principle also.
