The sellers are broke and desperate.

Not something I prefer to do but when you are left with a mess that exceeds the deposit, sometimes desperate times cause for desperate measures. 

The neighborhood wasn't great, but the market was (and still is) desperate for new homes.  

Then China may feel they have nothing to loose and attack Taiwan (or some other semi desperate action).

-There is always another deal, don't get wrapped up in a bidding war because you're desperate.

This has a lot of banks desperately trying to restructure their books in order to stay healthy, but it doesn't take too many multi-million dollars loans to go south and hurt your bottom line. 215 banks have closed this year alone if that gives you an idea.

It does have a busy shopping area, and a mall that desperately needs attention.

However the stuff we dont like seems exactly the type of thIngs many people desperate to unload their decrepit homes would be receptive of.
