The goal, just like a late fee, isn't to tow/boot vehicles, but rather to add an additional layer of consequences to convince late payers to beg for the money from everyone possible so they pay before the end of the 5 day notice, lest their vehicle be immobilized or they be severely inconvenienced.Its like a repo - some folks just don't pay until they know the truck is out looking for them.
