The reason I have this question is because, the market in NOVA is pretty pricey..

I am in NOVA as well and focused on buy and holds, but looking to transition into rehabs. 

Understanding the breadth of your question, I will point out a few things to know about the Nova market, especially the areas in Fairfax county which you have mentioned.

I haven't found too much opportunity in the NOVA area, although once I start networking with other REI people that might change, so I am expecting to need to looking in other areas to start with.That's all I have for now.
