While I don't think she did anything illegal, there is no question that she has engaged in a lot of very unethical behavior.

You obviously want to build a solid, long term relationship and reward good behavior.

You should pursue damages for that behavior.

I think all of us should always be wary of unscrupulous behavior in our industry.

So the point being the term may merge with your niche or strategy.Today, I focus more on the landlord tenant relationship and getting good people (superb payment and little or no problem behaviors) and the exact term seems to take care of itself.

There's no way to know ahead of time if this will encourage bad behavior, it could. 

I would also like to evict him from my building for this behavior, but fear that will only increase the threats/violence as soon as he gets notice of this.If I file for a protective order from this tenant, what becomes of him and his lease?
