If I were you I would get a word document, and type in bold letters at the top:"Addendum to Rental Agreement between [Landlord Name] and [Tenant Name] for [123 Fake St [Town Name], AB; signed on Month 00, 2020."

Any bold predictions of a swift return to normal can only be based on a hunch or gut feeling.

Im bolding good there, because it is not just having an agent...but having a good agent that makes a difference. 

Deferred maintenance usually gets more expensive with time, and it's not always the gradual process you're hoping for.)Your dad can avoid paying any capital gains if he does the 1031 and purchases the correct amount of replacement property, and he can diversify as well into different geographies and asset classes- residential rentals, commercial of all flavors, land, farms, whatever.

Also, I’ve been reading that section 8 tenants come in a variety of flavors but the majority are not quality.

When you're there in person you'll really get a flavor for the neighborhood and the town as well as the quality of the subs you plan to hire, etc... 

I had some success with Bold Leads but it's mostly future biz.
