I've read you must of course give the tenant a notice 30 days prior.

Really need to get them out, my plan is to give them 60 day notice prior to lease expiring in May of 2025, that they need to move out due to the owner will be remodeling and selling the unit. 

For entities that existed prior to January 1, 2024 the deadline is December 31, 2024.   

I purchased a tax lien that was sold the next year with a “warranty deed” The lien was for 2022 taxes and the deed was transferred in 2023. prior to the transfer there is a long history of tax sales and different names paying taxes including a previous investor. how far back does the line of interest go and would the previous investor be considered someone who “holds interest” in the property?

Housing Authority said I do not have to give a just cause if I provide notice prior to October 31. 

If I provide the notice prior to the end of the12 month lease (October 28) do I still have to pay them several months of rent to help them transition to another rental?
