I'm a WA resident and own one property in CA.  

I'm originally from Maryland (close to DC) and currently live here but willing to move to be local to Norfolk/Hampton Roads if necessary.

During the past three years, a healthy proportion of those transactions were motivated by the sale of property in California or Washington/Idaho or Arizona/Nevada through a 1031 Exchange for coastal homes or multi family complexes along the Oregon Coast or I5 corridor. 

I don't know about OR, but WA, CA and BC are all very tenant friendly. 

You could look at Tennessee, Washington, NV, or even Florida.
