What I’d suggest is locating the top 5 multifamily brokers in that market (via LoopNet, listing sites, etc.) and ask them for a referral.Tell them what your investment criteria is and that you’re looking to acquire properties over 100 units.

Each of which  I have seen find killer deals for investors.Contractors and subs are the more difficult problem to solve, as even the big contractors here are having trouble finding laborers to work job sites.

The podcasts are a great place to start- the books on this site are well worth the read as well 

There should be permit records with a site plan showing the location of the septic tank as well as the rest of the system.
