The shared basement has a coin op washer/dryer, however they are tied to the lower units electric bill.Water is paid by landlord in the lease, thus I'd like to keep the coin op to cover the water costWhat makes the most sense to handl e the electric cost?

I need mainly following works done:New roof with some repairNew Laminate wood flooring (pergo type)Painting the whole house.Some drywall workSome plumbing work for  Washer/Dryer and gas line for Oven.Some rearrangement of kitchen cabinet work.Minor HVAC duct work.Minor electrical work for light fixtures etc.For the PM, it would be for just 1 SFR for now.

We may decide to remove one downstairs wall to open up the floor plan, re-locate the washer/dryer upstairs, and open the kitchen and make a much huger usable living space.Owner (friend) currently owes about 87k on house at about 3.5% I think; I can get more specific numbers in a couple days.
