Would you say that most of the tenants you place are fundamentally damaged in some way with significant emotional/mental/personal problems that they're trapped in?

I missed it and its transportation department not  HUD but I think its a significant development around formalizing procedures around emotional support animal : https://www.nytimes.com/2020/1...Never underestimate how long it takes departments to talk to each other, but now there is a precedent...I scanned it and it seems fair.

Our plan is to renovate kitchen and backyard to bring it to a more modern look.It was a whirlwind of emotion but I remember telling myself to continue on until I'm told outright that we could NOT purchase the property.

Fear is a perfectly natural emotional reaction to anything New and Big and Important and comes with Risk.Give your rational mind some exercise.

I've worked in corporate finance for a long time and one thing that I've learned about any opportunity is that you have to be agile, take the emotion out of decision-making and if the numbers make sense go for it.  

They need to keep their animal leashed or otherwise contained (electric fence, temporary fence, outdoor kennel, etc).

Some of them are under-trained semi-competent, unmotivated or even temporary individuals, and some are brilliant and extremely capable professionals who just happen to work for H&R. 

Not emotions.
