Is there a high chance my rezoning request would be denied or is rezoning usually granted as long as you fill out the paperwork, pay the money, and get the permits?

The original amount requested which was around 75% of my equity at prime +1 with no introductory rate, around 65% of my equity for prime + 0.5 with no introductory rate, and finally 50% of my equity for prime (currently 4.75%) and I'll get the intro rate of 3.99% for one year.

@Matthew Forrest I requested documentation from the city, stating the owner occupancy requirement is no longer a city requirement.

If the owner is deceased check the vitals statistics dept and request the death certificate.
