@Evan Hooks I live in richmond but i work throughout the hopewell/ colonial heights/ richmond area... the unfortunate thins about hopewell is how much of the local economy depends on Advan6 (the large chemical plant)...

Go to drought resistant small plants that grow slow and are native to your area—leave lots of space between so you can put in flowers when staging.Find a small landscaper who owns and works their business with a tight route.

To add, you can get a maintenance audit which makes recommendations for physical plant repairs and replacements, that should be the biggest cost should a tenant vacate.

If you're going to put up a porch and a great backyard, I just wouldn't go overboard on the plantings/fencing/porch work so that in the future you can remove the upgrades and develop there.

Mud, texture and paint can make a world of difference.I would also recommend getting some bids from QUALIFIED contractors so you can an idea of what you are looking at.
