Chris Moss Vacant Land question

Thanks for the input Lynette. so the story I got from the guy was that he has a total of 45 properties in his portfolio right now including homes duplexes apartments and some vacant land. and he is now going into the car washing business so he wants to liquidate all of his land, mind you I reached out to him or I seen his name pop up on tax delinquent list that I was going through. and when I asked him about the properties in question, he said that he had a verbal contract with the lady as far as the little strip of land that goes through the neighbor's property to allow them access to the land / home oh, and that he was going to leverage the other property that is a little strip that is fenced-in in between two homes he was going to leverage that to the school because there's a big school behind it and it is one of the only ways to access the school because it is landlocked, so that is the story I got from him I've been unable to contact the county about the properties because of the shutdown so I was just looking for input as far as how to go from here.
