In fact, the amount I am increasing it to is less than what is listed on rentals in the same neighborhood per Craigslist.These tenants pay on time but they are complainers about the smallest of items- which is why I wouldn't be too upset about losing them if they choose to part ways.

I have had that work a few times with some success.If my only issue was late rent to be honest I don't even get that upset with that anymore in the "C" class world.

I am trying to find an attorney, i don't respond to this tenant, i'm working with our insurance and PM. no one can seem to give me any definitive answers so i'm seeking advice from those who have BTDT... you're right, i am emotional about this b/c it's infuriatingly unfair and i'm upset we have this very unreasonable person to deal with.

Tenants can get upset that you are dangling repairs over their head for more rent, but they can not take legal action just because you want to raise the rents (so long as there aren't laws about rent increase limits...)If it was another type of improvement, like double pane windows, that is attractive to all tenants, the answer I think is easier.
