The purpose was to prevent developers from buying and splitting up land for quick gains.- In your example, if you bought at $50k the land itself would be worth something, say 10% of the total purchase, or $5k (would be stated in the appraisal)

But if it sells for more than x amount of dollars, you want to be reimbursed the $2500.With situations like these I always try to see if there was something I could have done to prevent this. $6k is a lot of late fees.
