NYCHA, the Section 8 administrator, was absolutely no help at all.

The current administration is making this as difficult as possible.

This is just a fact, and I have the experience of about 80 PRA requests to back this up, as well as having prevailed against a local administration in court, with them having to pay me atty fees and damages in high 5 figures.

The Trump administration already tried to pull 1031 exchanges, and did for everything except real estate. 

I'm going to call the planning and zoning administrator and ask a few questions.

I couldn't get anyone on the phone at PHA, however, the administrators at the office were incredibly helpful once you're on site.

I stop in regularly to speak with the administrator.

@Spencer Willoughby Hmm...I would say that for such little capital invested the administrative costs of running a multi-member LLC will eat up into your returns quite a bit. 

The administrative cost, additional interest, etc.- A one time fee or flat fee is less likely to be viewed as a penalty that a per day fee or percentage.

Any advice or useful contacts would be helpful.We are evaluating whether to transition to just lumping water into rent to reduce the administrative burden, but prefer to keep the meters running to hold residents responsible for conservation and their own individual usage.Thanks in advance!
