I have been working with DVG Realty and they have been great so far and I know they are capable of handling any type of tenant.

You don't have enough cash and your plan is to borrow money on a project for which you are not capable of developing a realistic scope of work and budget.

I personally develop quite a bit in a neighborhood where the zonign laws are already quite prohibitive and to make matters worse, the community as a whole fights all housing from being built in the spirit of stopping gentrification.  

I would go over that and fight to get some concessions.
