I’ve always rented the ADU but a few years ago my wife and I remodeled to make our old master into a private entrance, private room.

Now 20+ years later, dad is dead and my brother needed to use that driveway and the gentleman went out, tried stopping him and then blocked entrance onto my moms property from her own driveway claiming he owned it.

The apartment has its own entrance.  

i heard there are a restriction that i need to have a basement entrance from the first floor (stairway, which i want to remove), but could not find any official guidance on that, and could not get an answer on this question in the zoning dept.

Luckily, the property is not directly in front of any main entrances, but appears to be located on the field side.

She wants to stay in the unit, which I am perfectly fine with, but she would like for him to be off the lease so once he gets out of jail, he can't come back and demand entrance.

Is it a walkout basement or does the tenant have their own entrance up the stairs? 

. - i.e. digital door locks, wifi controlled thermostats, ring camera on the exterior entrance.
