Charlotte R-4 zoning and codes

Hey everyone, been trying to rehab our recently purchase single family (https://www.biggerpockets.com/...), and keep getting into obstacles. Zoning dept told me the house we wanted to convert into a duplex, is zoned as R-4, and we cannot separate floors. Could someone advise where i could read more about this? I want to understand:
1. where this restriction comes from
2. how to know which code your house belongs too
3. where all the codes are described and how they are related
4. Is there an option to separate floors but still treat them as single family

I tried to google this, but usually huge documents in very formal language come up, that are pretty hard to read for a newbie.

Also, i've seen Charlotte recently adopted a city development strategy 2040, which may allow single family conversion. Does any one know how to align this new strategy with the zoning? Should i expect some laws to pass based on this strategy? Or strategy adoption is sufficient?

I am very new in this, so trying to get my head around all these questions.
