They also live and die by their reputations on that site.If 1/2 of your outlets / fixtures are without power, it could be something relatively simple like one side of your incoming 220 VAC has a failed wire or a bad connection. 

That's fixtures, upfront costs, working capital, and reserves. have you looked into a franchise model?

If you have old fixtures (and again, I don't know what they look like) you need to make a decision. 

Should I just always assume I'm going to need new floors throughout, new cabinets, countertops, appliances, most or all of the light fixtures replaced, new paint in and out.

I've looked at a few 30+ unit value-adds in that market that pencil out nicely with minor rehab needed (paint/carpet/appliances/fixtures).  

The appliances will stink, the light fixtures will stink when they are turned on and heat up, any residue in the vents will stink the house up.
