Is paint vapor permeability a concern?

Also, the crawlspace needs to be cleaned and have a vapor barrier properly installed along with insulation.

I have two exterior walls that need insulation. one particular wall has just the studs and the bricks behind them, so no way of putting sheeting/tar paper/vapor barrier, etc.so, i am thinking of just putting sprayfoam.is there a place online where i can buy supplies so that my contractor can do it? 

The inside is not finished but it is insulated and vapor barriered, along with completed wiring.

He then tells me that he uses vapor nicotine daily in the apt.

Don't know if there's a crawlspace but you could look into a conditioned crawl space or vapor barrier as well - we have a lot of crawls here and a good vapor barrier has helped to dry out a lot of the subfloor and reduce humidity throughout the whole house.  

The only equity in this deal is the amount of real cash you take out of your bank and vaporize as a down payment.
