Cops all the time do everything they can to not investigate crimes.

The association has investigated loan products for such work, but has not committed to anything.

Sounds like you're asking for a private lender to go into second position to convert equity into cash behind an existing loan on these properties.

Their lease is 6 month term with a same rate month to month however, their insurance states the rebuild of their home and fire investigation efforts are going to take 12-18 months. 

This is the kind of thing the press use to investigate  what bad choices were made, who is to blame?
