The lake was nice at Stillwater - we would ride snowmobiles on it when it would freeze solid - and Pocono Farms had a golf course that we would hunt golf balls on - but a lot of the houses were in sad states of disrepair, which is why we lived there - they were cheap. 

Our part of the lake freezes over in the winter.

If I am reading the info right - Your Insurance company wants to ensure that the heating was on therefore ensuring that the pipes didn't burst due to freezing, not that there was a supply of energy to the house. 

Hey Bob, I remember when you flew to town, I'm glad you liked the area and saw the value.our weather is polar opposite of that, lol I lived in SD and ND for a while and I hated the winters because it was FREEZING, so I understand, everything is more difficult in the snow and ice.

Then one tenant let me know their fridge was freezing everything regardless of the setting so I replaced that one.

I have been trying to sell it to build more, but that has been difficult due to the high interest rates freezing the market...

If I was evaluating that property, a couple of things would stand out: I agree the 5" slab probably isn't sufficient given the potential for freezing and movement under the slab.

Which is used to keep pipes from freezing but guess that doesn't particularly mean it's a water/sewer line 🤔 .  

In Vegas I keep mine at 80 in summer.. feels  good to me.. and I need to take a jacket to any restaurant I go to since its 72 in those places and I freeze  LOL.
