Submetering in most states is acceptable based on actual usage and meter calibrations every few years.You also must check the water quality of your well water frequently.  

I'm currently a calibration tech but normally work in fuels for the Navy.

You could also installed tampers in the shower and added toilet flow calibrations to reduce unnecessary water flow.

Your cost per unit should, at worst, be the same between the residential buildings (3-4 units) and a small multi-unit (12 - 24 units) - provided the sizes, amenities and finishes are the same calibre.

@Kim Forgione , as you seek to get calibrated on ARV for your market, and as you spend time on your REI "education", look to learn from other fix/flippers in your area.

I try to use the down time between purchases as opportunity to network, learn, and re-calibrate the action plan.

The law is written the way it is to discourage inflated appraisals...not to precisely calibrate a true market value.

But if it's bad information, the cost can really not be worth it.Yes, I calibrate BS Meters!
