I get that there are delays and behind the scenes, dealing with late suppliers, the city authorities being difficult, but I thought for sure I would be further along than this. 

I have read the BRRRR book as well as some other investment books and though I am aware that the author recommends buying properties with all cash, I am still torn between going that route or going with traditional financing instead (or perhaps even a "hybrid" of those two options; saving up to put 40 to even 50% down or more to get higher cash flow and more equity right away, while also being able to forego the waiting process of building up enough capital to invest all-cash in another property again (assuming I don't use a hard-money loan).

The S8 process begins with the tenant sending the signed lease to the housing authority along with your application.Regarding rent, don't expect to get the published FMR.

I have made an instruction sheet with an example for each taxing authority I remit to.

When you put in the settings for state and local tax it should be clear what is collected and what needs to be remitted to each authority.

Just be sure to clarify that she isn’t a leaseholder but is authorized to reside in the unit.If you’re concerned about liability or want more peace of mind, you could ask the primary applicant for additional security, such as a higher deposit, depending on what’s allowed under Colorado law. 

You can't just give it to another tenant to run, their leadership and authority will be questioned by your other tenants.
