If the wall is not bubbling it's really hard to tell without a moisture reader.

Or is it going to trap too much moisture? 

When excess moisture is present, mold can grow.

Our office manager argued that all the proposed repair such as drywall, floor, paints, doors, windows, thermal and moisture protection treatment, etc are part of the tenant responsibility.

The inspection revealed moisture issues in the basement, a fastener issue on the deck, and reverse polarity of some of the outlets.We are pending lead, mold, and chimney inspections.The HVAC, furnace, and water heater are functional but "beyond their lifespan."

Additionally, all odors and smells now permeate the entire house, for good or for bad, and the same goes for moisture, grease, etc.

Here are our concerns;- Some of the floor joists have been exposed to excessive moisture and are rotting away. 

Leave the AC set at 76 or 77 so you get enough air movement and dehumidification to keep moisture problems down, and split the utilities for those few months.

These basements were never meant to be finished, in fact they were meant to trap moisture.
