When you will start ranking high you can immediately get traffic and conversions and thus deals.

I dropped rent and lowered the move-in fee to $375 to get more traffic.

And @Heather Hall in terms of best areas of town for year round traffic, Downtown, Old Colorado City, and Manitou are going to be your best bets. 

Most anyone can pick a paint color and some wood floors...I’m talking about someone who can look at an existing floor plan and completely reconfigure the space while keeping codes, traffic flow, space usage, etc in mind.

It's about a 50 min. drive from the city to Naperville and more w/ traffic, but if you find a great deal, it's totally worth it.

Any suggestions, tips, web link materials to get me started would be really great.

In college rentals, I don't know that I would jump onto the LVT wagon...price wise you may not get the bang for your buck due to the high traffic, high wear nature.
