However, the city is still small enough (400,000 population) and overlooked by the bigger players that there are a lot of low priced high return opportunities.

The big players of course will survive, but the smaller players will not be able to handle the additional burdens. 

The only problem is that I'm not very familiar with the Philly areas yet and don't know many players in the area.

Being a ball player, I am known around town to be the fastest runner around (or at least I was in my younger years), but had anyone been there, they would have seen lightning speed as I had to scramble to run out of the house after stepping into the laundry room from the kitchen to avoid yacking.

There are several well established big players in the area.

I kinda wonder if you're in a corporate plant, if the player at the top making such requests understands the levels and time frames of concern vs the customary amount of due diligence.
