Are there any outstanding city assessments (for unpaid water, garbage bills, etc)?

My question is should I be budgeting money each month for electric, water, and garbage or is it possible to have the tenant take care of all these things as long as the property is set up for that?

Rent collected is $ 1460, owner pays for Water/sewer/garbage which is an Avg $200/month.

Stable means that a tenant is in there and things are going smooth.If you buy in not the garbage area or blocks I think it transcends a negative population.
