If not you would have to apply for a variance which takes time and money.

Should I use the buy and hold analysis and just leave out the numbers (like down payment) that don't apply? 

@Joseph Weisenbloom I recently applied for nonconforming use rights for a duplex in Dignowity Hill and was successful.

Finding deals and subsequent buyers is what I am good at, I am trying to figure out the best way to apply these skills in the field of REI. 

I have not taking the classes yet or applied for my license.
