As to your list, these are my personal opinions, from a tenant's point of view, as I now rent:Yes to removing the popcorn ceiling.Don't paint white - you can paint the ceiling & trim white, but paint the walls an off-white, like bone.

I use Medici grey from Walmart for the walls and Nova White from Walmart (Glidden Complete 2 in 1 primer stain blocking) on the trim.

There is multiple holes in the walls ranging from tiny nail holes to door handles being pushed through the walls. one set of mini blinds were destroyedThe dead bolt lock set is brokenThe dogs have scratched the inside and outside of the door and trim as well as chewing the cord that powers the back porch light, and has dug multiple holes in back yard against the foundation.

They even work with us where, for example, on one turnover last year we came in town and did what we wanted (pressure washed house, painted outdoor trim, stained decks, fixed fence, etc.), then they finished it up when we were done.
