He does seem to be irrational to have left at $450.00 a month rental where he was paying for electricity to move into mine and off the starting line not be able to pay a $40.00 transfer fee for his electric, yet be able to commute in his newer car (making Payments) and be able to pay for gas and eat out as he told me he does not like to cook.

For example if plumbing is not working or if there is no stove to cook on, the house is not livable and will not qualify for any FHA or conventional financing.  

@Ethan Cooke - When you do end up re-fi'ing, what is the usual closing cost you end up paying? 

If too many cooks in the kitchen, nothing will get done. 

Just to clarify my post above, all my rental condos are suburban Cook, not Chicago.      

I can tell you from having recently looked in cook county I would say that possible appreciation may be in trouble in that area.

My code books in storage and Cook municipalities are tough on local amendments, did the inspector state what the expected?
