Where can I go to find data on cities/counties and their level of technology compared to others or rating similar to neighborhood ratings of A, A+, -C, etc?

From someone that's been in the business for a long time, technology and efficiency will be your biggest asset.  

Technology has lessened the need to be able to go out and "touch" your property, but wherever you want to invest you need to be confident in your systems and the team you have set up to oversee the investments. 

I am looking for a camera that can be accessed remotely but uses cell phone technology to transmit.

@Jill Rossi,Make sure the low bid is for a new, current technology system, not a "new old stock" system that they need to unload because it uses refrigerants which are being retired, such as R-22.

You can do more than you think with technology these days even as an out-of-state investor.
