I just recently received a copy of the Latest revision to the minimum PA seller's disclosure form from the State Real Estate Commission (it is not published yet since it requires one additional approval), and I can assure you that buried oil tanks are still an item listed in that seller's disclosure form.

So, I would ask to see their reserve figures and latest cap reserve study and see what the projected life expectancy is for the structures and major systems in the building and see if they have budgeted accordingly.
