Or it could also be bad breakers (check if it's only happening on certain circuits), defective electrical service supply/voltage fluctuations (unlikely unless the whole neighborhood is having the same problems), service entry wiring defects, a loosely connected neutral or other issue with the neutral, loose connections anywhere in the circuit with the flickering lights, or a number of other things we wouldn't know without being able to inspect the system. 

Registered broker dealers offer these products. 

Not because I think there is any chance you will be sued (no real chance of being sued, not enough money for them to even find a lawyer) but because if your window was defective and she missed work, the $300 seems fair.  

Pretend that finding off-market deals are the clients, and you making an offer on the property it alike to the product you are selling. 

Besides that have it clean and the finished product done right, no shortcuts.

The fact that I'm doing this and not paying somebody else is largely a product of the fact that I want to eventually refinish the select-grade/clear oak floor and I cannot trust anyone to pull all those belt-shredding staples conscientiously for any amount of money.There's plenty of money down the line in fixing and bulletproofing the floor of the right rental, but I don't see people eagerly jumping at the bit to get at it.
