The city also assess a value to the land (what the land would be worth if there were no structures on it) and for improvements (things an owner does to maintain or increase the value of their property). 

Those maintain demand, but they usually cost a bit more than the other neighborhoods.

The only difference is Costa Rica has managed to maintain its “paradise” image despite having plenty of crime, narco-trafficking, and gang violence just like Mexico and the rest of Central America does.
