I would assume I will need to replace both fixtures (all 4 lights) so they match and have an electrician do the install since that's not something I'm familiar with doing.Any recommendations?

It will not work for plumbers or electricians.

All work was performed by a licensed plumber and electrician that I hired. when I went to the local construction department with the plumbing and electric permits that were filled out they would not accept them.

Do Not give the entire job to a single general contractor instead hire a carpenter for carpentry work, an electrician for the electrical and so forth.

And to continue what Josh C. was writing, once you have the comps, get an estimate of the repair costs plus 10%, and subtract that from the price, and subtract a little more for bargaining room.I have gotten estimates of work just by calling around to a few subcontractors (plumber, electrician, clean-the-nicotine-stained-everything guys, carpet guys) before I made an offer.

When my plumber is installing new fixtures, I'll have him check the toilets, water heaters, etc. same thing with my electrician, Hvac guy, etc.

For example: with most of the subs I use (electrician, plumber,etc) I don't even price shop.
