I am not familiar with Florida's real estate commission as much but I know in other states investigators are stretched thin with a marginal budget to work with.So to file a formal complaint in some states you need to file a complaint and must get it notarized before they research it.

If so, the deed of trust/mortgage and some other docs in the package will need to be notarized... so that requires either an attorney-in-fact in the states (the POA would need to be approved by the lender and title in advance) or access to an official in Kuwait who can take a proper acknowledgement and authenticate your docs.
