I am not familiar with Florida's real estate commission as much but I know in other states investigators are stretched thin with a marginal budget to work with.So to file a formal complaint in some states you need to file a complaint and must get it notarized before they research it.

But if so, why someone will claim suffering so much emotion stress/other losses, take all the trouble of filing/notarize a complaint, other than just send me another email to clarify? 

several ways to fix this but not are easy or cheap but it can be done. 

I paid ALL of that.I moved in to this SFH in Washington State on September 1st, 2016 with a 2 year lease (non-notarized) and on that day, paid first & last and a deposit.

If not, are you primarily using MLS to find properties?

If so, the deed of trust/mortgage and some other docs in the package will need to be notarized... so that requires either an attorney-in-fact in the states (the POA would need to be approved by the lender and title in advance) or access to an official in Kuwait who can take a proper acknowledgement and authenticate your docs.

opens one up to a lot of liability.. plus in most areas the contract has to be notarized by the sellers.. not many sellers notarize purchase and sale docs..

There is a Certification and an Abstract (both Notarized) and these are the docs that  are usually shared.

A closing company give specific document for specific property ahead of time, giving poa to my father, I can take it to US. embassy for stamp notarize within a couple of days and scan/email back.2.
