There is a bill currently in legislation in Hawaii County that is changing several items that affect rentals.

This will be very challenging and you will need to propose a new zoning regulation that will allow your property to be permitted in the zone that currently does not allow multifamily.

I'm back in town this week I was checking on our deals in columbus. land cost is prohibitive in some ways but with the right group I think we could take down a good deal. there's some new legislation that is pushing density as well  which is favorable for land entitlement. thanks for commenting I'll follow up privately 

So, Atlanta passed STR legislation in March 2022 that was very restricting.

Online it says there is currently no rent cap, but there is a new law being proposed that caps it at 10% and for new tenants, only 15% above what the previous tenant was paying.

Proposed rezoning of a sub-divided lot was discussed during the city's December 19, 2023, Meeting of Starkville Mayor and Board of Aldermen.

Since 75% of the proposed income more than offsets the PITI of the loan, it's a wash.  

Any thoughts on how I could learn to analyze the deal or proposal without getting very confused with too much information?

Note: I know owner will have to pay capital gain tax, etc. so I want to put a proposal together that can compare selling on the market vs. selling it to me and how advantageous it would be, but I can’t find the right numbers for it to work yet.- How do I make this work?
