I noticed that the AC wouldn't turn on when the thermostat was set to 75 and the inside temperature reading was at 81. 

I purchased thermostats that can be preset to go no higher than a very comfortable 72° so the tenants are not overheating the units.

You can also get thermostats that work on the same platform.

This is a motorized fan that gets installed in the duct that feeds the problem area which will run only when there is a call for heat or cool from the thermostat.
