You'd have to engage a grading contractor who might be able to give you a ballpark estimate, but it would maybe have to be engineered with rough and precise grading plans to determine costs. 

Specific for the Atlanta Housing Authority, you have to attend the landlord/property manager training session to even accept a section 8 tenant.

I suspect you'll have a hard time getting an attorney to assist you in an activity you're engaging in illegally.

If you dated for months, really had an intention to tie the knot and even gave her an engagement ring, but it did not work out in the end...
