I would like to err on the side that they did not know, however, the general vibe was that they did not like eviction filers and made it very difficult (or impossible if the staff had their way) to do it the correct way without potentially jeopardizing the case procedurally or worse, setting up oneself for perjury.

I do not believe that any city in the midwest would have the cash flow of a San Diego purchase from 20 years ago (excluding having extracted out equity via a refi - every investor probably has extracted value).It is important to distinguish initial cash flow from actual cash flow.
