Is this considered a HELOC? 

I have read many positive and some negative reviews.

Hi guys,Some literature I have read indicates that sometimes you can open up a HELOC for free.  

They do this on purpose so new people get tripped up in the process and quit.

However, some investors don't mind this strategy if they prefer not to put a lot of liquid in up front and plan to refi out within a few years of closing (which seems to be a great option with the talks of the FED reducing interest rates this year).It really comes down to investing in a growing market, in a good neighborhood & building a great team to support you.

A lot of it is the standard Buildium application, most of the extras I put in there after reading Landlording on Autopilot by Mike Butler.Application fee needs to cover all your screening costs.
