Could someone explain a little bit more in depth what the 70% rule really means and why they suggest you buy a house with this rule minus your repairs?

Sometimes I focus on getting into amazing shape, then Once I am in shape I start shoveling burgers and burritos down my throat while I focus on business because I dont plan ahead for lunch and dinner.

Even after explaining that we have black carts for regular trash, green carts for yard waste, blue carts for recycle (paper, glass, aluminum), the good ones would throw burger wrappers into the yard waste carts, put soda cans and bottle water into the regular waste carts, and put caulk tubes, left over 2X4s, and an entire ceiling fan into the recycle carts. 

Get creative, flipping burgers won't do.
